Education: Universidad Escuela Libre de Derecho, Licentiate of Laws (J.D. equivalent) and Notary Public (1997); University of Costa Rica, Master of Economics (2000); Complutense University of Madrid, Spain, PhD in Administrative Law; Multiple courses and seminars continuing legal education (CLE) in the area of intellectual property; University of Costa Rica, postgraduate courses on Industrial Property and Competition Law.
Professional experience: Luis is a lawyer with more than sixteen years of experience in the areas of industrial property, new technologies, copyright, competition law and consumer rights. His practical experience litigating matters of intellectual property is well recognized. He also has extensive experience in the areas of banking, management, supervision and regulation of the Financial System. Luis is also a professor of Business Law, Industrial Property and Competition Law in various postgraduate courses at the University of Costa Rica.
Publications: He is the author of several monographic publications on Industrial property in Costa Rica, and in national and international magazines and newspapers.
